Our Organization

The Peters Creek Sanitary Authority (PCSA) was first formed by the Finleyville Borough Council and received its Certificate of Incorporation being issued on January 23, 1964 by the Commonwealth of Pennsylvania. Nottingham Township, Peters Township and Union Township joined the PCSA in 1969 extending the PCSA service area. Additionally, the PCSA provides service to a small portion of North Strabane Township.

The PCSA interceptor construction and preliminary collection system commenced in 1976 and became operational in 1979. The PCSA owns and operates two sanitary sewer pump stations and to date has over 100+ miles of public sanitary sewers. The PCSA sanitary sewer flows through a shared Peters Creek Interceptor (PCI) from the Washington County line to Allegheny County toward the City of Clairton. The sanitary sewer is processed by the Clairton Municipal Authority (CMA) treatment plant. In September 2007, the PCSA term of existence was extended by 50 years.

The PCSA has 4,300+ sanitary sewer customer accounts and a percentage of those accounts are billed as multiple units.

The respective municipality and borough appoint Board member representation to a 5-year term.
